The Luffy's quote says that if we do not take risks, we cannot create a future for ourselves.
Risk is the possibility of suffering harm under more or less predictable circumstances. It is very similar to the concept of causality.
Even if we should avoid casualty as much as possible, there are often situations in which we cannot do anything but take risks.
To be successful in one's life, work or social, we have to take risks. These risks must have a reasonable probability of leading us to a more favourable situation.
Taking risks in unnecessary situations, on the other hand, is wrong. We must be able to select what is worth risking. If it is not worth risking, let it go.
